“[W]e believe very firmly that the Caribbean Sea must be recognized, respected, and regarded as a zone of peace; we believe that is fundamental. Our view is that the military task forces and air and sea patrols of our region must be outlawed. We believe that military bases and installations must be removed from the territories of Latin American and Caribbean countries that do not want them. The people of the region must be free from the aggressive military harassment by any military power. There must be an end to the Monroe Doctrine, and to all other doctrines, including the most recent one, aimed at perpetuating hegomonism, interventionism, or backyardism in the region.”
